Yes, my difficult child is considered "within normal limits" by the school district. Gotta love it. Strange that all the other kids who are within normal limits haven't spent so much quality time with the principal, have all the write-ups, or get suspended. He's very bright so there is no academic rationale for any services. Well, he's going into 3rd grade next year with a much larger class, and the fireworks will start. It is sad that they spend so much effort trying to avoid paying for services when in some cases, even a little help would provide so much benefit. Anyway, good luck!
