You have done the best you could, taken her to see someone and she was able to fool the Dr. into thinking she was okay. The "her" you have seen could have mental issues, or drug use issues, who knows? Sounds like she has been using for awhile, had issues from a young child, but you took her to the Dr. then and nothing came of it.
