Witz made a very good point. Somehow the parental role shifted from you to him. You need to get that switched back around where it belongs. That can be awfully difficult to do without outside help.
Document any injuries/violent behavior. Continue to call the police regardless of their reaction. (eventually they'll get tired of it and haul him in)
Domestic Violence shelters are easy to find......look in your phone book, there should be a hotline number. You won't find an address cuz that is kept private for obvious reasons. They are really a wealth of information, and can be a HUGE help to you in many ways.
